Can ABAP access the transaction /IWFND/MAINT_SERVICE

Hi Experts,

I need an advice on urgent basis. Can ABAP team be provided access to transaction /IWFND/MAINT_SERVICE.           

I am part of ABAP team but somehow in my current project access to this T code is denied as this is supposedly

a transaction needed by Basis team. Will we need to communicate to Basis team to get the services activated?

Also can someone provide list of roles needed for ABAP to do the development in gateway.

We have IW_BEP in ECC and we are trying to register our service in gateway system which is a different box.

Any help on this will be highly appreciated.
